The Minister of Foreign Affairs on the lawfulness of the payment of ransoms

On 16 January 2015, the Minister of Foreign Affairs and International Cooperation, Mr Paolo Gentiloni Silveri, appeared before the Chamber of Deputies in order to report about the liberation of Vanessa Marzullo and Greta Ramelli, two Italian aid workers kidnapped in Syria in July 2014. Addressing the allegation that Italy had paid a ransom to secure the liberation of its nationals, the Minister denied that this is the Italian practice in matters of kidnapping and made reference to an alleged international rule prohibiting the payment of ransoms. The Undersecretary of State for Defence on immunity from criminal jurisdiction for the Italian military personnel deployed in Iraq

On 12 December 2014, the Undersecretary of State for Defence, Mr Domenico Rossi, in response to a parliamentary question, clarified the Italian position on the issue of the status of Italian military personnel deployed in Iraq with the task of training Iraqi security forces. In particular, Mr Rossi addressed the issue of immunity of the said personnel from Iraqi criminal jurisdiction, resulting from an exchange of diplomatic notes between the two Governments to that effect, based on the provisions of the Vienna Convention on Diplomatic Relations of 1961, and stressed its binding force and applicability to the entire territory of Iraq, including the autonomous region of Kurdistan. Statement of the Minister of Foreign Affairs, Mr Gentiloni, on Freedom of Expression

CHAMBER OF DEPUTIES, XVII LEGISLATURE, 339th MEETING, 26 NOVEMBER 2014.

On 26 November 2014, during a question time at the Chamber of Deputies, the Minister of Foreign Affairs, Mr Paolo Gentiloni Silveri, answered a parliamentary question by MP Gianluca Pini on Italy’s abstention during the voting of the UN General Assembly Resolution on the inadmissibility of certain practices related to the  Glorification of Nazism. The MP highlighted that in the case of the resolution – which was voted on 21 November 2014 – 115 were the favourable votes, 55 the abstentions (including Italy as well as all the EU member States) and 3 the contrary votes (Canada, the United States and Ukraine). He expressed astonishment at the decision of Italy to abstain, underlining that his country was not obliged to conform to the decisions of the other European countries.
